Why isn't the play store showing updated apps?

My husband and I both have LG Stylo 4s. We just purchased Hidrate Spark 2.0 water bottles to use with our Fitbits and apps. I downloaded the app that goes with Hidrate bottle, and it was updated 12/21/18. My husband downloaded the same app, but the last update showed 10/28/18. We've tried clearing cache and data for both his Play Store and Play Store Services, but nothing changed. Is there a way to force a refresh to the apps in the Play Store so that he can get the current version? His bottle won't sync to his fitbit app until the hidrate app is current.
 
Yes. My hidrate app shows version 2.0.2 and his shows version 1.7.15. We have the same version of Google Play Store. 12.9.12-all [0][PR]22566662.
 
App updates can sometimes roll out in a stepwise manner, rather than hitting every single device at the same time. Since the latest update was yesterday, I'd give it a few more days to see if it hits the other phone soon.
 
Or he can uninstall it on his phone, you can run Apk Extractor on yours on that app (it will give you an .apk file for your version of the app) and he can use that .apk file to install the app on his phone.
