Why my phone consider the wifi im using from another phone's hotspot as if im using data

I have two phones, huawei p20 and redmi 6 pro. The p20 has a sim card and i share my internet by hotspot to the redmi 6 pro and when i try to download a file from the redmi 6 pro it thinks im using data and asks me if i want to download this since it will cost me data charge but the 6pro dont have sim card in it and i am using wifi from the huawei's hotspot.
