why no gtalk with video chat?

I wonder if this is a moto decision or Google decision. Is Google having issues and not rolling it out to non Google handsets? When Google first showed off gtalk with video they said it would first come bundled with 2.3.4 but also get rolled out to other 2.3+ devices. What is the hangup?
 
I was hoping there was a .apk available somewhere we could download and install via Astro Filer or something but everything I found said we need to be rooted :(
 
Upsetting!! I was looking to keep it stock for a little. Looks like I'm going to have to do some reading and prepare to do some rooting. I was also noticing that Skype dosen't come on the Photon with video capabilities either.

Google talk with video isn't all that exciting on an android phone. My wife and I both have the nexus s 4g and I called her over our home wifi connection and it was laggy, low quality (which could probably be blamed on the vga front facing camera) and really just not that great. My guess is that they are trying to polish things up a bit before freeing it to the masses.
 
I want as many video calling options as possible. I've had skype totally crap the bed while on video call with my fiance, who was in australia (on the computer), it kept saying there was no internet connection and all ohter bs, but gtalk worked fine... so I want to keep multiple video chat options open with the phone as well.... but tango has been doing a decent job though
