Why not set as default anymore?

On my Note 4, when I would click a link from an email for example, the Note 4 would ask me if I want to use Chrome or Internet Browser / Just Once or Always to set it as the default, now not only for the browser but for any file that has to programs that can open the handle, I only get a choice with what to open it with but not to set that app always as default. Heck I cannot even disable the stock browser like I used to before.

Is there something I'm missing here?

What ever app you chose would automatically be the default. If you can't disable the stock browser in the app manager, you can use package disabler

Well it is now always "always". You can change the settings in the app manager
