Why Photon need WIFI to download update for Apps

Not sure If I need to change something but I noticed that every time a new App has an update available and I chose to do it somehow the Photon will have the download Paused " waiting for Wifi"
there is 3G and 4G are enabled ( My area does not get 4G but 3G is plenty available)
so is there a way to change that setting??
I have Wifi at home but there is none at Work.

I actually like data saver. I recall enabling it when I initially got the phone. Ever since the EVO, I think I just got used to all my market activity happening over wifi since wifi is so much faster.

Dont leave 4G always on, its terrible for your battery.
