Why smsung force me to answer, reject calls, No option to just ignore and continue use my APPs?

[Android Central Question]

When i get calls screen is locked for even reply, reject or reject with SMS, and I can't use any other Applications or continue my conversation as example untill the ringing stop. like phone is blocked only use for this incoming calls, and i don't have writer to do any thing else.

Which Samsung phone ?When a person calls you get a full dialer screen not a pop up ?

Welcome to Android Central! That shows up even when you're actively using the phone for something else? Are you using a 3rd party dialer, or a 3rd party call screening ap like TrueCaller?
