why some contacts have padlock icon and can't be deleted?

In Android 6 my contacts list have icons with small padlock. When I click on a contact the card shows only "share" option. How can these be deleted?
 
Welcome to the forums. Those are SDN contacts (Service Dialing Numbers) and, most likely, created by your carrier. What device and network provider do you have?

There's not an easy way to delete them. For some people moving them to the SIM card did the trick, but it's a complicated workaround and it doesn't work for most modern phones.

Also, see if you can edit them. Select one of those contacts, tap on edit/pencil icon, remove all information included, such as number, name, etc, and then see if it can be removed.
