Why though my data are turned on sim 1 on my note 9 phone measures them on sim 2

I have a note 9 . Two sims .. Data on sim 1 yet when I go to check on data usage it says that sim 1 has 0 data usage and sim 2 has 2 giga. How can this be? I really need to fix this..
