Why will touchwiz home no longer work?

So I was headed for a road trip with my Samsung Tab 3 this weekend, and can't connect to Wi-Fi. This issues seems deep rooted, because when I try to get into settings, it either never responds, or tells me "Unfortuneately, TouchWiz Home has stopped working". I've done the whole safe mode and factory reset thing too, so now I have a paperweight due to this persistent problem with the settings app and touchwiz home. Has this tablet just finally but the biscuit?
