Why won't my LG Vista 2 send picture or MMS text messages?

I've only had the phone for about a week. My service is with AT&T. I've called and done everything they told me (reset phone, clear cache, force stop) and nothing is working. Didn't know if anyone else has had similar problem and found a fix?

Welcome to Android Central! First things first--is mobile data (3G/4G) turned on and working properly? Can you access the web over mobile data using the browser? MMS requires mobile data to be on.
