Why won't my phone send picture messages when I'm on wifi now?

I just updated my phone and I was trying to find what was updated. Before I updated my phone, I was able to send a picture message just using wifi. However, when I updated my phone and went to send a picture through my messages, it said I couldn't. When i turned on data though it sent.
 
Welcome to Android Central! That happens to me sometimes -- MMS requires mobile data to send/receive, but it's still supposed to work on wi-fi calling. It could be due to a fluctuating wi-fi signal. Does this happen on any wi-fi network? Does it happen all the time on wi-fi, or only occasionally?
 
The behavior you describe is identical to what every smartphone I've had on Verizon(started in 2012) does. They require mobile data to be on to send/ receive photos.

Right, but what I was describing occurs when I have both mobile data and wi-fi on, with wi-fi calling set to preferred. It works most of the time, but in areas of poor cell reception and dodgy wi-fi network (like the hospital where I work), this happens to me sometimes.
