Why wont my Samsung Note 9 smart view connect to my Vizio with chromecast built in?

I have a new Samsung no time period about a brand new Vizio model D24h-09 with built in Chromecast. The smart view and the Smartcast app will not read another. Not even on Bluetooth. FYI, I don't have hot spot or Wifi. I am with AT&T and have unlimited data. I also have Direct Now for my cable. No routers or dish. I live on my Yatch. My LG TV mirrors perfectly. The VIZIO keeps asking for my network. What am I doing wrong??????

Chromecast does NOT work without a router. Both devices need to be in the same network for screen mirroring to work. The LG TV might support WiFi-Direct connections for mirroring, but the Vizio uses Chromecast for this, which doesn't support direct connections.
