Why won't the stock Internet app on my Note 4 allow me to close tabs?

The only thing it will let me do is open more tabs. I've tried using the tab manager, but when I click the '-' to close a tab, they all disappear and it says "no tabs" and there is a little text bubble saying "tap + above to open a new tab". When I do that, all of the previous tabs open again. Clearing the app data in the app manager resets it all to zero and clears all tabs, but the problem persists. I've defaulted to the Chrome app for now, but I prefer the generic app.

Did you ever get this fixed?
my mom was having the same issue. She had the developer option on and when I turned it off the internet browser went back to functioning normally.
