I have it, but would like to confirm...

Can I make international calls for free while on Wi-Fi, or are there still charges? Does this vary by carrier?

If you're making a call via the carrier you pay, If you make a call via an internet app (to an internet app - like Skype to Skype) you don't.

Are you with T-Mobile? So far they have it.

If you're calling from US to other countries, you'll get charged. If you're calling from another country to the US, then it's free.

Good to know about free calls to the US from outside.

However, why would (or how could) the carrier charge me if it's using - for example - my home wi-fi signal, which has nothing to do with them?

This is correct. Free from another country to US - not the other way around.

To my understanding, wifi-calling is a "tool" that enables you to call anyone from your own number, whenever wifi is around (assuming you're out of coverage from a cellular tower or weak signal). It basically just extends your coverage, the calls (and messages) are still logged and it doesn't give you a free ticket to call international numbers.
