WI-FI Keeps Being Turned On After Being Turned Off

A family member has a Galaxy J3. I turn off wi-fi (to save the battery as wi-fi isn't needed and eats up the battery quickly) but then Wi-Fi mysteriously just gets turned on again later that day. This keeps happening day after day. Nearby Device Scanning is off. What is turning wi-fi back on and how do I stop it??

Not a solution, but a possible workaround. I used to own a device with a similar issue (global auto-rotate kept enabling) and I never figured out why. But I created a simple macro in MacroDroid that kept it from becoming a battery drain. It has the ability to do the same for wifi.

Macro:
Trigger: Auto Rotate Changed
Action: Auto Rotate Off

I'm not sure if this would cause it, but check your Location settings for a Wi-fi Scanning option. If it's on, turn it off, and then see if the Wi-Fi keeps turning on by itself.

How did you turn it off ?
By the toggle on the pull down notification panel or settings>WiFi toggle? Which both are the same

The scanning option I know of is nearby device scanning which is off. I also turned off turn on wi-fi automatically [Connections -> Wi-Fi-> Advanced] but that also gets mysteriously turned on.

If you go to settings>apps>3 dots upper right corner tap>special access tap>WiFi control menu option?
