Wifi always active when turned off?

The usual suspects like wifi scanning have been turned off as is wifi calling.
Gsam is showing my wifi active in its chart, but not its main screen page. My wife's s10+ is the same. We're both on tmobile branded devices.
If I remove "forget" the stored wifi access points then the gsam chart does indeed show inactive. Any thoughts?
Are there any apps or methods that can show me if my wifi is truly enabled or not?

If you go into settings>type wifi data usuage maybe this will help.
 
Go under settings, wifi, advanced and see if you have it toggled to still work even when wifi is off.

It's either under that or under Google within settings.
 
under that setting wifi advanced you can see what been controlling your wifi also , I turned Samsung members app
 
Nothing showing under wifi control history. Those options mentioned were also turned off. Thanks.
I just find it strange that if I delete stored access points then the chart for wifi activity is empty. As soon as I add an access point and turn off wifi the chart shows continuous activity. However the main screen for gsam shows wifi as 00.00.00 time wise.
 
You do know that Location Settings and Google Maps use WiFi, in addition to GPS, as a way to triangleulate your location.

You can, of course disable the option Use WiFi option in Google Maps, but it will reduce the accuracy of your Google Maps location.
