Wifi App - To create Wifi Access point over data plan

My friend has a Windows Mobile phone, and he bought this app that enables his phone to use the data plan by his provider to create a wifi access point. This enables him to connect to his phone via his pc as if his phone was a wireless router.

Is there an app for android to do this?
 
I read the info on the site but not sure this is what I am looking for. This is something like i am talking about:

Pretty sure this should do the trick. With PdaNet you can either create an ad-hoc network to share your phone's internet wirelessly or there is the option to connect via usb which will share internet as well as keep the phone charged instead of draining battery.

The beauty is PdaNet is a try before you buy situation. They give you a trial period in which you can download and use it to make sure its what you are looking for. All other existing tethering applications require root access to the phone.
