Wifi calling

Wifi calling was working on my moto z force. Tonight I noticed it was not using WiFi on a call. I put in airplane mode and turned on WiFi and I could make a call with wifi calling. But once I took it off airplane mode, now connected to both WiFi and vzw, a call used vzw and not WiFi calling. Same with my wife's new iPhone 7.

Anyone else see this?
 
Shouldn't it use the carrier network if it's available?
My Note 5 (on T-Mobile) has a setting to always use wifi calling if on wifi, or use wifi calling only if cell isn't available.
 
It would use WiFi if on WiFi over the carrier. Just noticed tonight it is not working like that. At my house my signal goes in and out so having wifi calling has helped.

Edit: Must be related to signal strength. I went in my basement where I have the weaker signal and it jumped on wifi calling. I'd rather it always prefer wifi calling but do not see a setting for it. there is a setting for when roaming to favor wifi calling, but at home I am not roaming.
