wifi can receive but will not upload

Hi, I've had an s4 for a little under 2 months and I've noticed that when connected to wifi the phone will download but will not upload. It is very frustrating and any help on the situation would be nice. Thanks!

Have you tried to upload small multimedia contents, such as a song lasting for 2 minutes? Maybe it works
I didn`t face this issue, it seems weird
