WiFi networks not being detected

The phone seems to be holding on to WiFi networks. When I go too different places, the WiFi networks are not updating. As I write this, all the WiFi networks showing up all correspond to businesses down the street from where I live. My home wifi network is not being picked up, even when I refresh the list.

Apparently it's necessary to restart the phone, but why can't the WiFi list just update based on where I am?
