wifi only

I live way out in the country with no expectations of having any cell phone service for years.
I own a GoPro hero 3. and want to know if I jailbreak a cell phone, can it be used for wifi only. The hero 3 broadcasts
it's own network which can be used to control the viewfinder and other functions on the camera using Android or Apple apps.
If this can be done, which phone would anybody recommend for controlling this device.
