WIFI Question

I have been blocked by a WIFI network. Is there a way to change something on my phone to let me back on the WIFI network? I am ROOTED also.
 
I don't know what you mean when you say that you have been 'blocked':
- is this a secure connection and you don't have the password?
- is it an open network and after you connect you don't have Internet access?
- it's a secure network and after you successfully connect you don't have Internet access?
- something else?

It is a secured network and I have the password it let's me connect but I get no Internet access

Sounds like the problem is on the router side. If you can, connect to another wifi network and see if you have Internet access.

Is there an authentication that you have to do once you're connected? I've seen that, but not knowing about your network, hard to guess.
 
There is no authentication required it says I'm connected and I can see the wifi ip but it won't load anything. Just sits there trying get to connect forever.
Is it possible for a wifi to just allow certain Mac addresses?

It certainly is possible. It would be odd if whoever manages the router/network gave you a password and forgot to mention that access is restricted to certain MAC addresses. Perhaps they just forgot.
