WiFi tether Samsung vs HTC

Or VZ vs ATT....

I have always used HTC phones on VZ network and this is first time using ATT and Samsung phone. All things being equal, using WIFI Tether for root users app with HTC I start the app and it just runs. With the GS2 when start the app I get a blue notification that asks me about hotspot setups.

Is this an ATT thing or Samsung thing? Can I or should I ignore it?
