Will a 3rd party touch screen-enabled monitor work with any Chromebook?

I'm thinking about getting a chromebook, but I would like it to be hooked up to a 3rd party touchscreen monitor. Do I need to buy a chromebook with touchscreen enabled monitor itself for this to work, or will touchscreen capability register on a 3rd party touchscreen monitor with any Chrome OS device? Sorry this is probably a dumb question, just not sure if the touchscreen capability is part of the OS, or if it only is enabled with touchscreen chromebooks only.

Thanks in advance for any thoughts on this!
