Will a USB miltreader with a microSDHC work for external storage?

microSDHC memory cards

I have a Samsung Galaxy Tab 2. According to the owner manual, "Your device supports removable microSD or microSDHC memory cards with maximum capacities of 32 GB". If I used a USB multireader AKA (flash) memory card reader with a microSDHC card with a capacity greater than 32 gb (say 64 GB), would that work for external storage?

Probably not, because the reader is probably using SDXC, not SDHC, and that's a different hardware standard. But if you have a reader that supports 64GB cards and a 64 GB card, try it. It shouldn't damage anything, it just won't work.

If it's a USB reader, not a microUSB reader, and you use an OTG cable, that's another story - it might work. In that case the interface is USB, not SDHC or SDXC.
