Correct, this appears to be a server-side switch to enable the feature. Mine appeared overnight with no app update having been installed.

I'm on Verizon and haven't gotten Call Screening yet. Maybe it's based on where you live, rather than carrier??

I don't know that signing up for beta will matter. I'm not in the beta track, I got the feature overnight without an app update. I believe it's a server side switch that flips once you have the correct version of the phone app. I have to believe that version has been made available to all by now, it's been several weeks.
