Will updates to this phone come from Sony?

My old phone has the new material design version of the play store. That for me thinking, how will this roll out on my z3c? Will Sony be responsible for rolling out lollipop to my phone?

Sony works with your carrier to decide which phones will get the update and get the software ready. Your carrier will roll it out. You can go to settings-about phone-software updates and check.

So if I'm using an unlocked z3c on at&t they still have to roll it out vs Sony.

Your free to use the FlashTool that you can find over on XDA to install any Z3c firmware you wish, no need to be rooted either. Once 5.0 comes out as long as there is a version available for your language you could use the tool and be running it possibly sooner than your carrier releases it. Since the Z3c is not being sold through a carrier in the US we should see our updates come directly from Sony.
