I tried to wipe the cache partition on my tab 2 7.0. Just after it starts, it then says error and reboots.
Welcome to the forums. It's been a while since I have ran stock software on my Tab 2. I have had a custom recovery for the longest time. What do you need to wipe the cache for?
You could try reinstalling the firmware using Kies or Odin.

I'm just an average user. I don't do custom roms or anything like that. The most I do is root to remove bloatware.
These wouldn't be custom ROMs -- they would be the official Samsung stock ROMs. And Kies should be choosing the correct firmware for you.
That tablet has only 1 GB of RAM. That may be part of the issue. However, there are a lot of bloat apps on the device. Have you disabled what you don't need?
