WOL over 3G

Ok so my friend that i sold the DX to wants to set up WOL but he can only do in his house over wifi, it doesnt work over 3G because . whenever he tries to do it over 3G his router treats it as a threat and blocks him. Does anyone know how to fix this problem?

He's going to have to log into his router and change some settings. First, he's probably going to need to know which port it is communicating through. Which brand of Router does your friend have? Most routers can be accessed by typing in 192.168.1.1 or 192.168.1.2 in your browser. If he hasn't set up a login/password, it is more than likely login: admin | password: password
