I'll be good money that this device won't release until Verizon has their shared data plans in place.

Verizon probably won't release *ANY* new device until shared data is in place.

I thought so too, however, seeing as how big the backlash is online over this (the media and facebook for good example), I could see them letting that die down before they spring it on us.
 
While it's possible the Razr HD won't be released until Verizon forces new contracts to tiered data I think it's pretty clear that the release of the first Apple LTE phone is driving this bus.

My bet is Verizon has millions of customers with Apple phones that have grandfathered unlimited data plans and Verizon fears what will happen to their network if all of those customers upgrade to an Apple LTE phone and start consuming massive amounts of data.
 
I wasn't going to buy this phone because my upgrade isn't until December. But now it's looking like upgrades are dead if you want to keep unlimited. Might end up buying this full price after all. If it delivers, I'm probably in.

I think you hit the nail on the head. The iPhone and it's users have, for a long time now, been the driving force behind carrier cutbacks. Probably not so much as it used to be, but they're still a major factor.
