Word of warning when buying full retail from Verizon

If you look at his picture of his receipt you'll see he was charged $199.99 for the phone and a $30 upgrade fee. The upgrade fee is only charged when extending a contract and taking the subsidized price, which coincidentally happens to be the price he was charged. Then he got 3 accessories and they gave him the accessory bundle. I would strongly suggest he go online or call *611 and make sure they didn't play him.

I see it now. You're right, I guess California's tax law confused me since I saw the 599.99 on the receipt but saw he paid only ~$400.

I understand you didn't have a lot of time to kill but I would have asked for the store manager immediately. Bait and Switch is against the law. Verizon really needs to keep an eye on some of the nonsense their CSRs are spewing.
