Yes. One way you can do it is to find an image you like in the gallery, tap “more,” then choose “set as wallpaper.” You'll have options to set it as lock screen or home screen.

I put the microphone button on my lock screen. I click the screen on, swipe up and the voice search comes on. Its working for me.

That makes your phone unsecure. Other voices will make voice search respond. I can use voice search on my wife's phone and vice versa. It is a known security risk to enable

It is a risk granted but I find it relatively secure, I have tried it and had no less than 20 people to try to get it to unlock without success... But I agree that it is not truly secure... Great happy medium for security and convenience though, not sure how secure you need your phone to be at all times but it is an option, and easy to toggle on and off when you may need more security
