YouTube buffering

I like to watch videos on YouTube a lot, but even on my home wifi which is fast (xfinity) watching videos in hd buffer and is extremely annoying. My old phone the epic 4g would never buffer on my network when watching in hd. Is it because the one has a 1080p display so it plays videos in 1080p? How do I set YouTube to play videos in 720p by default?
