Is "Use data packets" supposed to be on?

I was just sitting here checking Twitter in my apartment when I left to go exercise (outside my wifi range) and was suddenly told I had "No data connection". The 4G icon was MIA, the 3G icon was nowhere to be found... no data was going in or out.

So I tried to make a phone call and that worked, but I still had no data. Knowing that Android has an option to disable the network I checked the options but couldn't find one to enable it. Then I saw one that said "Use data packets" with "Enable the mobile network" underneath it. I've never noticed this before, and I damn sure didn't turn it off myself. What gives?

I know this sounds like a stupid question but the fact that it just disabled itself has me irked. For the record, this option isn't anything like mobile hotspot where I'll get billed out the wazoo for using it - this is just to enable the data network right?
