My phone does not ring until the fifth ring.

Has anyone had trouble with this phone not ringing? I can place calls, get on the internet, etc., but when someone tries to call me, the phone does not even ring until the fifth ring. By the time the phone rings, the person has either hung up or it has gone to voicemail. The volume is turned up all the way and I get message notifications. The phone does this both when it is asleep and when it is awake. I have had the problem both at home when it is connected to Wi-Fi and away from home. I have the "Keep Wi-Fi on during sleep mode" setting turned on. A factory reset fixes the problem, but within a day, it is back to doing the same old thing. I am wondering if it is a WiFi/Cell radio search issue.
