Did you ever find a solution to this? I have a Galaxy S4 and I get the same error message. Called my cell fphone carrier they tell me it is a setting in my phone. I can not find the setting which would change this.

In order to prevent mass spamming via text, there is a limit on how many people in one group. Use an texting app like GroupMe, send a note off to them getting permission for larger groups. I think you can turn off MMS in text messaging which may allow more people in a group, but no pictures, hardly worth it.
