Talk and surf on pure Moto-X (2014) on AT&T?

[AC Question]

I have a brand new pure edition Moto-X (2014) on AT&T. I can't receive phone calls when I'm browsing. I lose all cellular bars while the caller is ringing, and they come back when the caller gets voice mail. I called Motorola, and they said this is how it works, and they are working on fixing it. I have a hard time believing this since a) it's awful and b) I can't find any posts anywhere about it (although I must admit I haven't dug through every ATT LTE Moto-X pure edition thread).

Is this a problem between "pure edition" and AT&T? Can anyone with an AT&T branded phone verify that they can (or cannot) receive a phone call while surfing?
