Moto G (Gen 1) - Cannot connect to Wifi unless I remove SIM card.

Ever since I've had this phone I have had to take out my SIM card to connect to any Wifi. I have factory reset my phone multiple times and it has not helped. Anyone else ever had this problem?

Welcome to Android Central! Does that include public open wi-fi hotspots (that don't require a password)? Does the wi-fi radio even turn on if the SIM card is installed?
