Battery is not charging or is slow in charge

On a samsung galaxy pro note 12.2 wifi,the battery is very slow in charging and it now being at 0% does not switch on . How much time does it take to re-charge the battery?

Perhaps the USB lead needs replacing, or the USB port connector is dirty or damaged.
