My screen has frozen halfway in the window won't turn on or off

How do I un freeze my screen it won't allow me to use or turn off

Welcome to Android Central! Which phone? If it doesn't have a removable battery that you can pull out to force a shutdown, then either press and hold Power for 15 seconds, or Power and Vol Down for 15 seconds (the latter is typical for Samsung phones).
