Why can't I upload pictures in hangouts?

why can't i upload pictures in hangouts

used to be able to; now I can't. It labors, says "sending" for several minutes, and then will say "not sent." I really don't understand hangouts anyway, but when you add mms and sms to the situation, I am totally lost

Welcome to Android Central! Hangouts is Google's own instant messaging app, but it can also incorporate your SMS/MMS if you choose. While SMS/MMS requires a voice signal (and a mobile data signal for MMS), Hangouts can use either mobile data or wi-fi. But you can only send Hangouts IMs to other people who use Hangouts--i.e., you can't send a Hangout IM to someone's SMS messaging app.

So are you trying to send a photo to someone via a Hangout IM? Are you connected to mobile data or wi-fi?
