Why do Adobe Texture Format images flicker or blur when in ETC1 (Android)?

why do Adobe Texture Format images flicker or blur when in ETC1 (Android):

ETC1 (Android):
png2atf -c e -r -i image.png -o image.atf

works fine on other android devices, or do i have to use -c -i coding
