I asked AT&T to unlock my SM-T707A so I can use a local SIM when off shore. They say they can not, it is locked to them forever. I don't believe them but all the google shows is going through the AT&T process which I have done 4 times. Also I do not care about KIES security lock, and would like to root it also. If you can help with proven methods and links please help.

AT&T should be able to unlock it as long as all the requirements are completed (no outstanding balance, etc).
I would call the main support line, the local stores are less than helpful in these matters. If you keep calling about it, eventually you'll get someone that can work with you, or at least explain in more detail than "it's locked to us forever".
The other options would be the unlocker places found all over the internet, most are reputable, but you can well run into the same issue, where after a few days, they return your funds and state it can't be unlocked.
