I just got phone activated has data but tried browser says website is unavaila

You don't, the webmaster ow owner of the site does. A site that's unavailable is just that - it's not there. maybe because it's down for maintenance (which isn't nice, they should replace the regular page with a "sorry, we're down for maintenance" page or something) or the owner has just decided to not maintain it any more. Unless it's a static site - you put it up and it stays the same for years - it takes a lot of work to maintain a site. Some people start, then just give it up.
