help !!! data roaming is not working international note 2

I have international Note 2 GT 7100
I am not able to connect to edge / gprs while I am on roaming. I tried switching data roaming (Setting >wireless and networks>more setting>mobile networks>data roaming) on and off but keep on getting error massage "data roaming you have lost data connectivity because you left home network with data raoaming......"

That's not the phone - it's the wireless service company you are using...
