T-Mobile in EU/Sim Unlock?

My T-Mobile service provides free international data roaming in specific countries (at 2g speeds). I will be traveling to Israel early next year, which is one of their preferred countries. My question is, would I be able to buy a sim in that country, to use a local # and local, higher speed data? Would my stock TMO Note 3 need to be unlocked to accept another sim?

It needs to be unlocked to use another carriers SIM. You need to go to the store I believe.

It will not affect your phones performance at all while on T-Mobile.

Last time I have asked a tech this question, I was told that device have to be paid off and it has to be active on the account at least 10 days after being paid off to be able to unlock it.

Don't quote me on this, but that what I was told. Hopefully this hepls
