AT&T's Galaxy S4 can't connect to someone on phone already?

When my fiance was on phone with his brother, I tried calling him & it wouldn't go through. Said "cannot complete your call at this time" As soon as he hung up, my call connected. Anyone else experience this? It's almost like the signal to push through to call waiting isn't strong enough?

Does he have call waiting turned on?

Signal strength has nothing to do with call waiting feature.
