Blue boxes and cant touch screen

[AC Question]

every now and then, randomly, my phone will bug out and have this blue box going over top of each of my apps. I cant move my screen or even get to my settings. last time this happened it went away in a day. but it isnt goung away this time. and tips?
(ps i dont wanna do a hard reset because i have important contacts in my phone)

Also, go to Settings>Developer Options, and make sure nothing there is turned on.
