Can't erase fold 4

My fold 4 had its wifi and bluetooth modules (or maybe they are the same one) die so I did an insurance claim for a new phone. They sent me a new one, I got everything transfered over and was going to factory reset my old phone before sending it back. But when I do so it says that I need wifi in order to do so. Any ideas?

And I can't seem to usb tether wifi from the new phone either
