Can't get rid of page once I restart my phone

Hi, I have an issue when I restart my s23U. I have done a clear phone cache several times but it continues. The page that opens up is "Draw over other apps". Any ideas on how to get rid of that?
Any help is appreciated!

If it doesn't happen in Safe Mode, that suggests that some 3rd party app you installed is responsible. As suggested by mustang7757, go through the list of apps and look for 3rd party apps that don't necessarily need to draw over other apps, and toggle them off.

Thank you for your help! I have toggled all that I could off, made no difference. Then toggled back on, still no difference. How frustrating! But I appreciate all you do!

Ouch!!!!! But I will give it a try. I use nova as my launcher. I deleted that yesterday and reinstalled. That created a mess. However, I will try to reset apps, the phone is not working right as it is now. Thank you.

OMG!!! Either my old eyes didn't see it or it changed. After I reset all apps, the same notifications showed up, but briefly it showed WHICH APP it was referring to. It was Norton. Once I allowed that to draw, it doesn't come up after restart. WOW I'll have fun setting things back up. Does it make sense what I'm explaining? Thank you for all your help!

You really don't need an antivirus on Android if you follow safe practices.
I find they usually cause more problems than they remedy.
